I have a chance to buy a used Shockwave at a pretty good price (no lines), but the issue is there's a small cut in the leading edge fabric right where the kite is folded to go into the bag. I think from the (blurry) picture he sent, it might be about an inch long. Is this repairable with tape or sewing . . . or should I pass on the kite since the leading edge will be under stress? Anybody have experience repairing a rev on the leading edge?

That's a pretty common place for the LE to rip. It's reparable with Dacron tape, available at most kite stores. If it's a really good deal, go for it but it may be tough to resell later.

The repair is easy as Isaac said.
The Shockwave is a very different sort of Rev to fly though.
It's not used for precision flying, but if you like lots of pull and speed, then this is the kite to get.
