If you have software that came with a digital camera, it may be able to do that for you.
Otherwise, this free program will do it, as well as a bunch of other stuff.

Hi Jack,

The quickest and easiest way is to open the picture in Paint (if you are using windows) hit ctrl-w (keyboard shortcut you can also go to the menu bar, select Image and click on stretch/skew).

Enter a enter number less than 100 in the boxes for "stretch"(the same number in both boxes) to decrease the size. Try reducing it to 25% of it's original size. If that's too big shrink it some more!

Good luck!

Good point, Paint is already on your machine.

The program can be hard to find though.
Go to the Start menu:
Start / All Programs / Accessories / Paint

There's also some online programs to make it simple, such as http://www.shrinkpictures.com/create-avatar/

Just use 100 as the size.
Keep calm, and park it in the pocket

let me clarify
i mean size on a disk not actual size,
like the picture i want to use is 73.0 KB, but the avatar can only be 6 KB
by the way i do have Adobe Photoshop Elements. i just got it, so i'm not to good with it.

The only way to reduce the file size is to reduce the picture size. If you want to keep your original, save the reduced size picture under a different name that way you'll have both.

Photoshop is a great program but it takes a while to learn. You can go into the atributes and make changes on the canvas size but it still won't let you reduce the file size without making the picture smaller.

nice pic. It has to be tiny for an avatar (100 pixels tall)

I was having the same problem too of to large of a file. I was saving it in jpeg, using gif brought down the size a lot.

Jpegs can be saved at a variety of compression levels. Most programs will let you choose that level when you save the picture. More compression = more loss of quality though.

There are several online applications that also make it quite easy to create an avatar if you're not so proficient with photo editing, like http://mypictr.com/ for example.

i got it now
i found a very useful tool in photoshop. instead of just save as, you can save images for the web. it previews the quality and file size for u before u save. i redid the picture and now i looks better than it did before.
