As the Hero unties Hobson, Hobson frantically tells the hero that there never was a third escaped prisoner and that Milton has been behind everything. The third switch is not available until you have the Reconstruction quest. You need to delete the dlc and re-download the full quest. Prisoner Boots: you'll find these near the gallows of Ravenscar Keep.
